New cost-reflective electricity tariff system announced

Muscat: The Authority for Public Services Regulation (APSR) issued a decision 44/2024 on Sunday on the cost-reflective electricity tariff that will be applied to residential and non-residential subscribers whose electricity consumption exceeds 100 megawatt hours per year.


This decision shall be effective from January 1, 2025. Rates have also been specified for electricity consumption in the residential category.


Under the new system, the subscriber can choose from a variable tariff or a fixed seasonal tariff according to the load level or a fixed non-seasonal tariff (throughout the year) according to the load levels.


This category applies to electricity provided for non-residential purposes, including governmental, commercial, industrial, and tourism use, whether in a property with residential or non-residential use.


The cost-reflective tariff shall be calculated according to the following equation: Wholesale electricity supply cost + transmission cost + distribution cost and Supply cost.


The authority may, before the end of December of each year, determine the cost-reflective tariff that will be applied in the coming year in the form of specific amounts for consumption periods or for specific categories of consumption.


As an exception, a special tariff may be specified for some non-residential categories.


The electricity supply tariff for the non-residential category, during the first year from the date of implementation of these regulations, shall be 25 bz per kilowatt hour.


The electricity supply tariff for the agricultural and fisheries category shall be for up to 3,000 kilowatts per hour,12bz for each kilowatt per hour, and from 3,001 per hour to 6,000 kilowatts per hour: 16bz for each kilowatt per hour. For more than 6,000 kilowatts per hour, it will cost 24bz for each kilowatt per hour Per hour.


Residential category


The cost-effective tariff for the residential category for basic accounts is: Upto 4000 kilowatt-hours: 14bzbaisas per kilowatt, from 4,001 to 6000 kilowatts per hour: 18bz per kilowatt and over 6,000 kilowatts per hour: 32bz per kilowatt.


For those with additional accounts, Upto 4000 kilowatts per hour will cost 22 baisas per kilowatt; from 4001 kilowatts to 6000 thousand kilowatts per hour: 26bz per kilowatt and more than 6000 kilowatts per hour: 32bz per kilowatt.The will shall publish the rules related to applying the value of the approved tariff on its website, or by any other means specified by it.


The tariff referred to does not include the value of the meter, wiring accessories, and service cable between the energy source and the subscriber’s property, and the labor costs.
