MUSCAT: Based on the Royal orders of His Majesty Sultan Haitham bin Tarik, the State Council today opened sessions of its second regular sitting of the Eighth Term (2023-2027), in accordance with the provisions of Article (38) of the Council of Oman Law.


The opening session was chaired by Shaikh Abdulmalik bin Abdullah al Khalili,Chairman of the State Council.


The Council discussed a number of proposals and studies submitted by the permanent committees for debate during the Eighth Term. It also reviewed the Council of Ministers’ reply about a study on setting standards for regulating e-commerce and arts, including their desired role in supporting the national economy and efficiency of spending in the Sultanate of Oman.


During the meeting, the State Council approved five proposals and studies submitted by the standing committees for study during the current terms. They included a proposal submitted by the Legal Committee regarding the draft amendment of the Law on Arbitration in Civil and Commercial Disputes, a proposal submitted by the Economic and Financial Committee on the study of the ‘Framework for Developing the Government Performance Management System’, a proposal submitted by the Social and Cultural Committee regarding the study on ‘Enhancing the Financial Sustainability of Civil Society Institutions’, a proposal submitted by the Education and Research Committee on the study entitled ‘Enhancing the Quality of Academic Achievement and Mastery of Competencies and Skills in School Education in the Sultanate of Oman: An Analytical and Legislative Study’, and a proposal submitted by the Technology and Innovation Committee on a study entitled ‘Digital Economy and Data Governance’.

The State Council also reviewed a number of responses provided by the Council of Ministers regarding the topics and studies referred to and concerning the State Council’s studies on the legislative and regulatory controls for e-commerce, the role of arts in supporting the national economy, electric cars and spending efficiency in the Sultanate of Oman.


During the session, the Council reviewed the formation of the Office of the Council of Special Committees, which includes the Special Committee for Studying the Contents of the Royal Addresses at the Opening of the First Regular Session of the Eighth Term of the Council of Oman, the Special Committee for Studying ‘The Mechanism for Diversifying Sources of Income in the Sultanate of Oman’, and the Special Committee for Studying the Role of Plant Breeds in Strengthening the Local Economy: Analysis of Opportunities and Challenges’.
