Labour law: What if you come late to work in Oman?

Muscat: The Ministry of Labour has issued a decision requiring all employers with 25 or more workers to create a formal list of penalties and the conditions under which they may be imposed.


The list must follow a specific format provided by the Ministry. According to the decision, any such list or its amendments must receive prior approval from either the Director General of Labour Welfare or the Director General of Manpower in each governorate.


Once approved, employers are required to post the list in a visible location within the workplace, and it must be available in both Arabic and English.


Penalties for private sector workers include:


Late to work - up to 15 minutes without permission or acceptable excuse. If the delay did not result in any disruption, below are the deduction percentages.


First time: Written warning


Second time: 5%


Third time: 10%


Fourth time: 20%


Without permission or an acceptable excuse, and if the delay resulted in a disruption of work.


First time: Written warning.


Second time: 15%


Third time: 25%


fourth time: 50%


From thirty minutes to 60 minutes without permission or acceptable excuse, and the delay did not result in disruption of work.


First time: 25%.


Second time: 50%


Third time: 75%


Fourth time: One day


From 30 minutes to 60 minutes without permission or an acceptable excuse, and the delay resulted in a disruption of work.


It involves violations related to being late for work, leaving work, or leaving before the end of work hours without permission or an acceptable excuse, the worker is only entitled to the wage for the hours he or she worked


First time: 50%.


Second time: 75%


Third time: 75%


Fourth time: 1.5 day


Late for work for a period exceeding 60 minutes without permission or an acceptable excuse, whether or not the delay resulted in a disruption of work. This does not prevent the imposition of the penalty stipulated for delay or leaving work without permission or an acceptable excuse


First time: 75%.


Second time: One day


Third time: 1.5 day


Fourth time: 2 days


Absence without permission or acceptable excuse


First time: 25%.


Second time: 50%


Third time: one day


Fourth time: 2 days


Leaving or departing from work before the appointed time.


Without permission or acceptable excuse, remain in or return to the facility or return to the working hours without justification


First time: Written warning


Second time: 25%


The Third time: 50%


Fourth time: One day
