Muscat: A Scientific Research and Innovation Clinic opened under the auspices of Dr Rahma bint Ibrahim al Mahrouqiyah, Minister of Higher Education, Research and Innovation.


The clinic aims to empower Oman’s national scientific research and innovation system, enhance the Sultanate of Oman’s performance in the Global Innovation Index, and contribute towards the ambitious goals of Oman Vision 2040.


The Global Innovation Index is a key indicator of national potential, using various input and output metrics to assess countries’ innovation capabilities and competitiveness. As part of the Oman Vision 2040 strategy, the Sultanate has prioritised economic development fuelled by innovation and creativity.


The clinic reflects this strategic focus, advancing efforts by the Ministry of Higher Education, Research and Innovation, to integrate research and development into national objectives, supporting economic transformation and the broader vision for a knowledge-driven society. The clinic is a collaborative initiative, created in partnership with the “Oman Vision 2040 Implementation Follow-up Unit” and other key stakeholders in the research and innovation ecosystem.


Running from September 22 to October 3, it will highlight the pivotal role of scientific research in economic and social development, closely aligning with Oman Vision 2040. At its core, the clinic focuses on two strategic axes: Sustainable, participatory funding and enhancing legislative and legal frameworks that support research and innovation. These efforts aim to strengthen Oman’s innovation capacity and improve its performance in the Global Innovation Index. Key objectives include identifying challenges, proposing solutions, and fostering partnerships between government, research institutions, and industry sectors.


Structured around four main pillars—research, innovation and digital infrastructure, scientific and technical skills, legal frameworks, and funding—the clinic directly supports the priorities of Oman Vision 2040. These priorities encompass building a competitive, future-focused knowledge economy, establishing diverse funding sources, and integrating research and development efforts across all sectors.


In her opening remarks, Dr Rahma emphasised the importance of supporting Omani youth and nurturing their research capabilities.


Dr Jamila al Hinai, Executive Director of the project, also gave an insightful presentation on the clinic’s empowerment journey for the national research and innovation system.


A total of 12 initiatives were introduced during the launch, all designed to bolster the core pillars of the national research system, promoting the strategic priority of fostering scientific research, building a knowledge-based society, and creating competitive national capabilities.


These initiatives will also support economic and social development, further aligning with Oman Vision 2040’s objectives.
