Dialogue, realism and mutual respect are the basic principles adopted by the Sultanate of Oman in its foreign policy. These were the words of Sayyid Badr bin Hamad al Busaidy, Foreign Minister, at the ‘Summit of the Future 2024’ held at the United Nations Headquarters in New York.
Indeed, these values constitute a basic necessity in addressing the complex and global crises prevailing in the world today. As rightly said by Sayyid Badr, the challenges faced cannot be addressed by traditional methods alone, but rather they require methodologies based on sustainable development concepts.
The Sultanate of Oman has established itself as a unique player in the geopolitical landscape of the Middle East. Its foreign policy is characterised by a commitment to dialogue, realism, and mutual respect. These principles not only guide its international relations but also reflect its internal governance and societal interactions.
Dialogue is a cornerstone of Oman’s approach to both domestic and international affairs. Oman emphasises open communication as a means to resolve conflicts and foster understanding among diverse groups.
As an example, conflicts in the Middle East will not be resolved unless channels of dialogue and communication are opened with all parties, including those described by some members of the international community as ‘enemies’.
A sustainable solution can only be achieved by addressing the fundamental roots of the conflict and the ongoing violations of international law since the establishment of the Zionist project have made the region less safe, and a just and lasting solution must be based on the principle of the Two-State Solution.
In this regard, Oman will continue to support efforts that enhance cooperation, trust, understanding and justice among all. This principle is evident in Oman’s diplomatic engagements, where it often acts as a mediator in regional disputes.
For instance, Oman has played a crucial role in facilitating discussions between conflicting parties in Yemen and has been involved in back-channel negotiations regarding Iran’s nuclear programme. The Omani government believes that constructive dialogue can lead to peaceful resolutions and long-term stability.
Realism in Oman’s foreign policy refers to a pragmatic approach that prioritises national interests over ideological commitments or alliances. Oman recognises the complexities of regional politics and adopts a flexible stance that allows it to navigate relationships with various powers without becoming embroiled in their conflicts. This realism is evident in Oman’s balanced relations.
Oman’s strategic location along vital maritime routes enhances its importance as a neutral facilitator rather than an adversary. By maintaining this realistic posture, Oman has managed to avoid direct involvement in regional conflicts while still asserting its influence through diplomacy.
In Oman’s perspective, mutual respect underpins interactions with other nations and within its society. This principle is particularly significant given Oman’s diverse population, which includes various tribal affiliations and expatriate communities.
On the international stage, Oman advocates respect for sovereignty and non-interference in domestic affairs. This stance aligns with its historical context as a nation that has experienced colonialism and understands the importance of self-determination.
The principles of dialogue, realism, and mutual respect are integral to the identity of the Sultanate of Oman. These values shape not only its foreign policy but also its internal governance structure, fostering an environment conducive to peace and stability both at home and abroad.
