Hydrom, in collaboration with the Oman Vision 2040 unit and the Ministry of Energy and Minerals, has wrapped up its two-week Ecosystem Readiness Lab, presenting 26 initiatives aimed at meeting Oman’s 2030 green hydrogen targets. These multi-sector initiatives, covering Permits, Contractors, Workforce Development, Logistics, and Local Content, are awaiting final approval from a steering committee.


Once ratified, the initiatives will boost private sector investment, foster innovation, and enhance Oman’s readiness to capitalize on global green energy opportunities. “This collaborative approach underscores our commitment to sustainability and positions Oman as a leader in the global green energy transition,” said Ahmed Ibrahim al Abri, Planning & Regulatory Manager at Hydrom.


Key initiatives in the construction and engineering workstream include developing a tender information package, fostering partnerships between local and international contractors, and launching a campaign to position Oman as a leader in green hydrogen. Additionally, a platform will be created to connect developers with local contractors, and industry standards will be established through the National Green Hydrogen Center. A pilot green hydrogen project has also been proposed to drive sector development.


Workforce development is another focus, with initiatives to align with labor market needs, establish skill incubators, and create dedicated housing for workers. The workstream also proposes setting international safety and welfare standards and improving qualifications for local consultants to ensure Oman’s workforce is prepared for green hydrogen projects.


Regulatory reforms, particularly in permits, were also addressed, with a "single permit" system proposed to streamline the approval process. This will facilitate faster execution of green hydrogen projects.


Logistics is another crucial area, with proposals including a comprehensive study of roads, ports, and transportation networks, assigning Asyad Group to manage hydrogen logistics, and establishing a platform to monitor supply chain flow for green hydrogen projects.


Local content initiatives aim to enhance the involvement of Omani businesses in the hydrogen value chain. Proposed measures include incentive programs, financing mechanisms, and the creation of a National Green Hydrogen Center for research and innovation. Other initiatives include local manufacturing of supply chain components and risk mitigation studies for securing raw materials.


These 26 initiatives are expected to solidify Oman’s leadership in green hydrogen production and export, driving both domestic growth and international competitiveness in the clean energy market.
