The third edition of the ‘National System for Institutional Innovation and Change Management’, a key forum organised by the Ministry of Labour, began here yesterday, July 15, 2024, under the patronage of the Under-Secretary of the Ministry of Endowments and Religious Affairs, Ahmed bin Saleh al Rashdi.
Speaking to the press, the Under-secretary underscored the significance of the forum, saying: “There is no doubt that institutional innovation and change management are very important, as they are independent fields with many rules that everyone should know in their application.”
He added: “Change management is highly important; understanding those involved in change and the principles of change is crucial. We truly thank the Ministry of Labour for its attention to this aspect and we also thank everyone who participated in this forum for its success, including researchers, supporters, and participants.”
Mohammed al Kalbani, Director General of Development and Quality Assurance at the Ministry of Labour, emphasised the importance of the forum which aligns with Oman Vision 2040 by promoting institutional innovation in government units.
He pointed out that the outcomes of the previous edition of the forum were implemented by over ten government and private entities, benefiting more than 48 government units and delivering key messages in leadership, planning, institutional change, and human resource system enhancement.
Furthermore, Ministry officials unveiled the launch of an online platform for administrative research. Speaking to the press, Abdulrahman al Busaidi, Administrative Development Specialist at the Ministry, said: “One of the key aspects of the third edition of the National System for Institutional Innovation is an online platform that we launched in collaboration with the state administrative apparatus, the private sector, and academic institutions. This platform allows all those who have research and studies in administrative fields to apply their research in government work environments to solve institutional challenges.”
Al Busaidi added: “Additionally, it will enable all government entities to access a wide range of research, studies, and best practices applied in scientific fields from the private and government sectors. Examples of these practices include change management, improving performance governance in institutions in general, and enhancing institutional performance.”
The forum also witnessed of signing of multiple cooperation agreements with various public and private sector entities, including an agreement with Petroleum Development Oman for managing and monitoring development programmes in institutional innovation, an agreement with Weatherford for cooperation and knowledge transfer for effective change and internal auditing of government units, and an agreement with Marsh Oman for the design of a comprehensive risk management framework for government units.
