MUSCAT: The Majlis Ash'shura on Sunday held its 9th regular session for the first annual convening of the 10th term under the chairmanship of Khalid Hilal Al Maawali, Chairman of the Shura Council.
Among the topics discussed were notably the draft law on electronic transactions, and the draft law regulating the transfer and transplantation of human organs and tissues. The members of the council were also briefed on the draft financial laws and the draft law on special economic zones and free zones.
Dr Talal al Muharbi, Vice President of Ash’shura Legal Affairs, reviewed the committee’s report on the draft electronic transactions law. The draft electronic transactions law was approved and referred to the Majlis to complete its legislative session.
Mansour al Hajri, Head of Ash’shura Health, reviewed the committee’s report on the draft law regulating the transfer and transplantation of human organs and tissues, while Dr Talal mentioned the legal opinion on the articles of the draft law.
The agenda also included discussing and approving the report of the relevant temporary committee on the file of job seekers, in addition to discussing the vision of the Economic and Financial Committee regarding both the draft agreement to be signed between the government and the government of the Republic of Cyprus to avoid double taxation and prevent tax evasion with regard to taxes on income.
A draft agreement between the government of the Sultanate of Oman and the government of the Islamic Republic of Iran regarding joint administrative assistance in the field of customs was also discussed.
A number of committee reports were also discussed and the expression of interest referred to by the Council’s office for study, including the report of the Health and Social Committee. The expressed regarding the services provided to children in social care homes in the Sultanate of Oman, and the report of the Economic and Financial Committee were also discussed.
Concerning the work of the Omani Export Credit Guarantee Agency, in addition to the report of the Food and Water Security Committee on the expressed desire regarding the status of government companies working in the field of fisheries.
The Majlis Ash’shura will host on Monday, June 24, Dr Rahma bint Ibrahim al Mahrouqiyya, Minister of Higher Education, Scientific Research and Innovation, and will deliver her ministry's statement during a public session.
This was stated by Sheikh Ahmed bin Mohammad al Nadabi, Secretary-General of the Ash’shura, who explained that the statement of the Minister of Higher Education, Scientific Research and Innovation, will discuss mainly five factors, as specified by the Council earlier. These relate to the policies and programmes of the Ministry of Higher Education, Scientific Research and Innovation in the Sultanate of Oman, and the five-year strategies and plans.
The statement will also address legislation and laws related to higher education, including the Higher Education Law and its executive regulations.
They will also addresses the issue of developing the Unified Admission Centre, and the extent to which it meets the needs of the next stage, especially in light of the presence of outcomes for vocational and technical tracks, in addition to the issue of scholarship, recognition, and equivalency of academic qualifications.
The statement will also devote a special focus to private higher education institutions, during which it will address institutional and programme licensing policies in private institutions, the ministry’s evaluation, and the evaluation of private higher education institutions, in light of the reports of the Omani Authority for Academic Accreditation and Education Quality Assurance.
