Ministry of Housing signs five new pacts for Sultan Haitham City development

Muscat: The Ministry of Housing and Urban Planning today signed five pivotal development and partnership agreements for the initial phase of Sultan Haitham City (2024-2030) at the Oman Convention and Exhibition Centre. This event marks a significant milestone as part of the Ministry’s celebration of the first anniversary of Sultan Haitham City’s inauguration, held under the high patronage of His Majesty Sultan Haitham bin Tarik on May 31 at Al-Baraka Al-Amer Palace.


The newly signed agreements encompass crucial aspects of the city’s development:


1. Design and Management Agreement: Ibn Khaldun Company will prepare detailed structural engineering maps for three school complexes.


2. Rehabilitation Center Agreement: Ibn Khaldun Company will also prepare detailed structural engineering maps for the rehabilitation center.


3. Cultural Center Agreement: Razin Company will prepare detailed structural engineering maps for the Cultural Center.


4. Construction Agreements:


- Strapak Company - Oman will construct five bridges.


- Oman International Holding Company will design and construct the city’s central experiment and control center.


5. Financing Facilities Agreement: A tripartite agreement involving the Ministry of Housing and Urban Planning, Al-Abrar Real Estate Company, and the Oman Housing Bank to provide financing facilities for eligible individuals wishing to purchase residential units in Sultan Haitham City.


This celebration follows the completion of essential construction and design works necessary for the project’s implementation. These works include the water supply project, road leveling, pre-qualification of infrastructure works, and initial architectural designs for the school complexes. The Ministry has also actively promoted the project through participation in various local and international exhibitions.


To date, the Ministry has signed 29 development and partnership agreements with eight international and local developers. Notably, residential unit sales for the first and second phases of Al-Wafa District to Al-Abrar Real Estate Company have commenced, with a 78 percent sales completion rate for the first phase. Additionally, the Dream Neighborhood project by Dream Villa Company has been inaugurated.


Over the past year, the Ministry has engaged with the community through dialogue sessions with young people, communication with various institutions and individuals, and involvement of real estate companies to evaluate the general plan. Numerous meetings, workshops, and programs have been organized to introduce the project and its implementation stages, garnering significant interaction and response from diverse participant groups. This engagement underscores the economic, social, and tourism significance of the Sultan Haitham City project.


The Ministry of Housing and Urban Planning remains committed to advancing the Sultan Haitham City project as planned, overcoming challenges, and streamlining necessary procedures with both government and private institutions. These efforts are vital to achieving Oman’s Vision 2040, aimed at creating modern and integrated cities.
