MUSCAT: His Majesty Sultan Haitham bin Tarik on Wednesday issued three Royal Decrees. Royal Decree No 10/2024 defines the specialties of the Ministry of Health and endorses its organisational structure.
Article (1) states that the specialties of the Ministry of Health shall be defined in accordance with Annex (1) attached to this Decree. Article (2) approves the organisational structure of the Ministry of Health in accordance with Annex (2) attached to this Decree. Article (3) cancels Royal Decree No 36/2014 and Royal Decree No 80/2020, as well as all that contradicts this Decree or contravenes its provisions. Article (4) says that this Decree shall be published in the Official Gazette and enforced from its date of issue. Royal Decree No 11/2024 establishes the University Medical City and promulgates its system of functioning. Article (1) stipulates that an institution named “University Medical City” shall be established, that it shall have a legal character, enjoy financial and administrative autonomy, report to the Minister of Health and be governed by the provisions of the system (law) attached to this Decree.
Article (2) states that the University Medical City shall have its premises in the Governorate of Muscat and that it is permissible, by virtue of a decision from the board of directors, to establish branches for the city in other governorates. Article (3) transfers to the University Medical City all the assets, origins, rights and obligations of the following institutions: The Sultan Qaboos University Hospital, the Oman National Centre for Haematology and Marrow Transplantation, and the Sultan Qaboos Comprehensive Cancer Care and Research Centre. It also states the following: Occupants of medical and paramedical jobs shall be transferred to the University Medical City from the Sultan Qaboos University Hospital, the Oman National Centre for Haematology and Marrow Transplantation, and the Sultan Qaboos Comprehensive Cancer Care and Research Centre — along with the employees’ financial grades, their allocations and their job status, as well as other staff from those institutions, along with their financial grades.
The provision of this article shall be implemented in accordance with the mechanism and determinants approved by the board of directors of the Medical University City, after coordinating with the Vice Chancellor of the Sultan Qaboos University.
Article (4) stipulates that the University Medical City shall have the following bodies merged into it: Civil government health institutions and their supporting government entities that shall be determined by a decision from the Council of Ministers, based on a proposal by the board of directors of the University Medical City.
The transfer of allocations, assets, rights and obligations of the aforementioned institutions and entities — as well as the transfer of employees of the same institutions to the University Medical City — shall be governed by the provisions of Article (3) of this Decree, after coordination with the authorities concerned, with effect from the date of issue of a decision to be taken to this effect by the Council of Ministers, in accordance with the provision of the first clause of this article (Article 4).
Article (5) states that the Chairman of the Board of Directors of the University Medical City shall issue the regulations and decisions necessary for the implementation of the provisions of this Decree and its attached system (law). Till such time, the existing regulations and decisions in force at the aforementioned institutions named in Article (3) of this Decree shall continue to be applied — where no other/specific text has been issued otherwise and without prejudice to the provisions of those regulations/decisions.
Article (6) cancels all that contradicts this Decree or its attached system or contravenes their provisions.
Article (7) says that this Decree shall be published in the Official Gazette and enforced from its date of issue.

Article (1) appoints the following: Dr Fatima bint Mohammed bin Baqir al Ajmiyah as Executive President for Oman Medical Specialty Board, along with her grade and financial allocations.
Dr Ahmed bin Salim bin Saif al Mandhari as Under-Secretary of the Ministry of Health for Planning and Health Organisation.
Sulaiman bin Nasser bin Khamis al Hiji as Under-Secretary of the Ministry of Health for Administrative and Financial Affairs.
Ahmed bin Saleh bin Sofian al Rashdi as Under-Secretary of the Ministry of Awqaf and Religious Affairs.
Mahmoud bin Abdullah bin Ahmed al Owaini as Secretary General of the Ministry of Finance with the special grade.
Article (2) says that this decree shall be published on the Official Gazette and enforced from its date of issue. — ONA
