The ongoing Ministry of Social Development programme called 'laboratory' to empower people with disabilities classifies schemes, projects, and initiatives for the designated people.

The programme is being conducted with the Oman Vision 2040 Implementation Follow-up Unit.

With over 500 participants actively engaged in the current phase, the laboratory focuses on classifying programmes, projects, and initiatives based on their anticipated impact.

Programme participants are analysing the challenges while formulating detailed plans for each output. The overarching goal is not only to address challenges but also to develop comprehensive implementation plans, including the calculation of their impact on key performance indicators.

During the laboratory's opening, Badr al Yahyaee, Assistant General Manager for Persons with Disabilities, said the laboratory aimed to empower individuals with disabilities by addressing legislative challenges and proposing sustainable financing models for services.

During the "preparation and setup" phase in January 2023, the scheme involved researching and studying the sector's current status for persons with disabilities, establishing the strategic direction, defining the foundations of the laboratory's work, preparing the general framework, and conducting meetings.

The subsequent phases included the first forum for persons with disabilities in May, where 120 participants contributed through announcements and community engagement. These phases involved diagnosing the current reality of the sector, holding intensive meetings and workshops, and progressing into the "evaluation phase" for another 120 participants. This phase encompassed data collection, determining the scope of work, identifying and analysing challenges, creating a list of initial programs, projects, and initiatives, and pinpointing the relevant stakeholders and their responsibilities.

As the laboratory's work continues through December, its objectives remain aligned with Oman Vision 2040. The initiative focuses on harmonising legislation, proposing sustainable financing programs, and concentrating on health, educational, and rehabilitation services for persons with disabilities. The strategic goals revolve around enhancing the sector through key pillars such as educational and rehabilitative life, family, society and the state, quality of healthy life, life at work, and overall general capabilities.
