Oman’s Ministry of Commerce, Industry and Investment Promotion (MoCIIP) has announced that industrial establishments can apply for customs exemptions starting from July 15, 2023.

According to the Directorate General of Customs, establishments must first obtain an industrial licence before applying for exemptions in accordance with the unified industrial regulation system law of the Gulf Cooperation Council states issued by Royal Decree No. (61/2008) and its executive regulations and the two ministerial decrees (56 and 66 / 2009) issued by the Ministry of Finance.

Establishments must then apply for customs exemptions before importing materials through the "Bayan" platform on the Royal Oman Police website. The requests are then reviewed by the Ministry of Commerce, Industry and Investment Promotion, and forwarded to the Tax Authority.

According to data from the Ministry, 1,643 permits to import raw materials and advanced machinery were granted to industrial establishments in the first quarter of 2023, followed by 181 approved applications for customs exemptions, while four establishments were granted tax exemptions.

The Bayan system, according to Eng Mohammed bin Said al Mahrouqi, Head of the Exemptions Department at the Ministry, allows establishments to submit and follow applications without the need to visit the Ministry. The platform also allows companies to track and monitor their requests and receive feedback, in addition to utilizing a Harmonized Code system to identity materials and equipment.
