NCEM better equipped for disaster management

The National Center for Emergency Management (NCEM), which will operate within the organisational structure of the Royal Oman Police (ROP) at the level of a general administration, will prepare plans to confront disasters and exceptional weather situations.


The decision 98/2023 issued by Lieutenant General Hassan bin Mohsen al Shuraiqi, Inspector General of Police and Customs, on Sunday, is crucial as the Sultanate will be subject to risks from natural disasters and extreme weather events, according to the Global Risks Report 2023 of the World Economic Forum (WEF).


The government has been working on updating the climate affairs management regulation in line with local and global developments.


The new regulation aims to follow up on the performance of companies and establishments in the field of climate affairs, whether in the field of mitigation or adaptation.


The NCEM will coordinate with governmental and non-governmental agencies concerned with managing exceptional emergency cases and can request a meeting of the National Committee for Emergency Management.


It will prepare and implement an annual plan to conduct specialised exercises, training, and imparting skills in managing general disasters and exceptional emergency cases, according to best practices, with the participation of various sectors and stakeholders.


The centre will maintain a national risk register in accordance with the requirements of the General Secretariat of the National Security Council, besides preparing plans for managing general disasters and exceptional emergencies according to potential risks.


NCEM also works to follow up on plans and programmes to enhance the capabilities, resources, and capabilities necessary to face exceptional emergency cases in coordination with the concerned authorities and to ensure the readiness and ability of vital facilities. It will prepare necessary studies and research, and enhance cooperation and coordination with national, regional, and international organizations, bodies, and centers with regard to managing general disasters and exceptional emergency cases.
