Royal Decree establishing Royal Academy for Administration

Muscat: His Majesty Sultan Haitham bin Tarik has issued a Royal Decree No 2/2022, on the establishment of the Royal Academy for Administration, determining its competences and approving its organizational structure.


Article (1) stipulates that an academy to be named “Royal Academy for Administration” shall be established and that it shall have a legal identity and enjoy financial and administrative autonomy.


Article (2) states that the Royal Academy for Administration shall come under the honorary auspices of His Majesty the Sultan.


Article (3) states that the Royal Academy for Administration shall have its headquarters in the Governorate of Muscat and that, with a decision from the board of trustees, the academy may have branches in other governorates.


Article (4) determines the competences of the Royal Academy for Administration as per annex No 1 attached to this decree.


Article (5) approves the organizational structure of the Royal Academy for Administration as per annex No 2 attached to this decree.


Article (6) states that, as an exemption from the system (law) of the State Administrative Apparatus promulgated by Royal Decree No 75/2020, the Royal Academy for Administration shall have a board of trustees under the chairmanship of the Minister of the Diwan of Royal Court. The Council of Ministers shall issue a decision appointing members of board of trustees and determining the duration of their membership.


The board of trustees shall have the same powers assigned to boards of directors of public entities cited in the State’s Administrative Apparatus System.


Article (7) states that the Royal Academy for Administration shall have a chairman with the Special Grade and that the chairman shall be appointed under a Royal decree.


The Chairman shall have the powers assigned to a Head of Unit cited in all laws and Royal decrees. The Chairman attends all meetings of boards of trustees without having a counted vote as stated in the aforementioned State’s Administrative Apparatus System.


Article (8) states that all allocations, rights, obligations and assets of the Institute of Public Administration and the Institute of Capability Development at the Diwan of Royal Court shall be transferred to the Royal Academy for Administration.


Article (9) states that all employees of the Institute of Public Administration and the Institute of Capability Development at the Diwan of Royal Court shall be transferred to the Royal Academy for Administration, along with their financial grades.


Article (10) says that Chairman of the board of trustees of the Royal Academy for Administration shall issue regulations/bylaws and decisions necessary for the implementation of the provisions of this decree. Till such time, the existing regulations, bylaws and decisions shall continue to be enforced without prejudice to the provisions of this decree.


Article (11) cancels the Institute of Public Administration and the Institute of Capability Development at the Diwan of Royal Court, as well as all that contradicts this decree or contravenes its provisions.


Article (12) says that this decree shall be published in the Official Gazette and enforced on its date of issue. --ONA
