MUSCAT: Majlis Ash’shura held its 12th ordinary session of the second annual sitting (2019-2020) of the ninth term (2019-2023), under the chairmanship of Khalid bin Hilal al Maawali, Majlis Ash’shura Chairman, in the presence of Shaikh Ahmed bin Mohammed al Nadabi, Secretary-General of the Majlis Ash’shura.

Majlis Ash’shura referred the draft unified GCC Anti-Commercial Fraud Law to the State Council without changes.

Ahmed bin Said al Sharqi, head and rapporteur of the Economic and Financial Committee read out the committee’s report about the law. He noted that the draft law stems its importance from fighting commercial fraud and its multiple and developed methods, in addition to the importance of protecting consumers’ health. He noted that the law, once passed, will support the work and remit of the Consumer Protection Authority.

The council discussed the Education and Scientific Research Committee’s report on an expressed desire regarding the Science and Math Chain Project. The council decided to return the report to the committee for more study.

The council also approved the Legal and Legislative Committee’s report on the introduction of a legal article that allows for the cancellation of vehicle registration either permanently or temporarily. The report said that a vehicle owner may be forced under certain circumstances to cancel his vehicle registration either permanently or temporarily to avoid financial obligations.

The report said that the proposal takes into consideration the conditions of citizens working in the transport, construction and contracting sectors and the other related sectors which were affected by the economic crisis that resulted from the Covid-19 pandemic as some vehicle owners had to stop using their vehicles for more than a year.

The members of Majlis Ash’shura listened to a number of ministerial responses to parliamentary questions raised by the council members including a ministerial response from the Minister of Labour to a question regarding the offices of recruitment of domestic workers.

The council also reviewed a ministerial response from the Minister of Agriculture, Fisheries and Water Resources regarding the period of application for changing the purpose of agricultural land. In his response the minister said that determining the period aims to regulate the work and reduce pressure on the employees.
