AL DUQM: The Duqm Special Economic Zone Authority (SEZAD) has commenced providing comprehensive municipal services in areas lifted from public utility status within the economic zone. This move follows extensive coordination between SEZAD and Al Wusta Governorate, completing all procedures necessary to implement the Cabinet’s decision.

This initiative aims to accelerate economic and social development in the Wilayat of Al Duqm and is in line with the Cabinet's directive assigning the Public Authority for Special Economic Zones and Free Zones to oversee municipal services and public facilities in these areas. The decision empowers SEZAD to develop, implement and supervise municipal services, as outlined in the Governorates System issued by Royal Decree No (36/2022).

Shaikh Ahmed bin Musallam al Kathiri, Governor of Al Wusta, emphasised that this decision enhances investment opportunities in Al Duqm, bolsters infrastructure efficiency and expedites municipal services for citizens, investors and residents. He noted the success of SEZAD’s one-stop shop approach in facilitating services for investors, further boosting the competitiveness of areas now outside the public utility framework.

The areas stripped of public utility status within the Duqm Special Economic Zone encompass approximately 33 square kilometres, including the Sai District Plan, with a mix of commercial, industrial and residential uses.

Eng Ahmed bin Ali Akaak, CEO of SEZAD, highlighted that this strategic step aligns with Al Duqm's role in Oman’s development plans. He stated that transitioning municipal services to SEZAD would positively impact citizens and investors by ensuring efficient service delivery and promoting flexibility in land allocation to support investment and development projects.

SEZAD has already implemented measures to provide seamless municipal services, transferring competencies and integrating systems to streamline operations. The newly established service hall in the commercial district is operational, offering electronic services via SEZAD’s digital platform and one-stop services, enhancing accessibility for beneficiaries in the region. — ONA
