With the advent of Omani National Day, discussing the achievements of the Renaissance in the Sultanate of Oman presents an opportunity to shed light on the institutions that have influenced the path of social and economic development. The Social Protection Fund is one of these prominent achievements, playing a vital role in promoting social solidarity and protecting the most vulnerable segments of society. The Fund is dedicated to achieving its goals under the umbrella of Oman Vision 2040, which is committed to enhancing the social and economic well-being of citizens.

The Fund was established as a comprehensive national umbrella, aiming to support citizens in facing the challenges of economic and social life and to provide social protection for low-income individuals, needy families, the elderly, orphans, and people with disabilities. Over time, the Fund’s services have expanded to include programmes dedicated to securing the financial future of citizens, making it an effective tool for achieving social and economic security in Oman.

The Fund’s role revolves around several main objectives that reflect the strategic direction of the Omani government in providing social care and ensuring a decent life. The most prominent of these objectives are:

Enhancing social security:

The Fund is committed to providing a fixed income for beneficiaries to help them meet their basic needs and face the burdens of life. This support comes within the framework of dedicated programmes, such as retirement pensions and social assistance.

Combating poverty and unemployment:

The Fund provides training and rehabilitation programmes aimed at improving job opportunities for individuals, which contributes to reducing unemployment rates and promoting self-employment. It also works to help low-income families overcome poverty and raise their standard of living.

Caring for vulnerable groups:

By supporting orphans, the elderly, and people with disabilities, the Fund provides specialized programmes that care for these groups and offer them the necessary support to improve their lives.

Achieving sustainable development:

The Social Protection Fund is part of the state’s efforts to achieve sustainable development goals, as it seeks to improve the quality of life in the long term and ensure societal stability by providing social care and protection.

The Fund offers a set of programmes that serve different segments of society, including:

Low-income family support programmes:

These programmes focus on helping families facing economic challenges by providing monthly financial assistance that contributes to meeting basic needs and alleviating living burdens.

Retirement Programmes:

The Fund provides a retirement system that includes employees in the public and private sectors, which contributes to securing a stable financial future for retirees and their families. Early retirement is one of the options available to certain categories, ensuring a measure of financial stability.

Support for people with disabilities and the elderly:

The Fund provides special programmes for supporting people with disabilities, including assistive devices and rehabilitation programmes tailored to their abilities, as well as care for the elderly to ensure they live with dignity and comfort.

Community Solidarity Fund:

This programme embodies the concept of social solidarity, as the Fund contributes to supporting emergency cases and families facing unexpected crises, whether due to natural disasters or pressing social circumstances.

Over the years, the Fund has succeeded in achieving a tangible positive impact on Omani society, as it has contributed to raising the standard of living for beneficiary families, alleviating poverty, and providing social security. In this context, several aspects of the Fund’s positive impact on society stand out:

Financial and social stability:

Thanks to pensions and financial assistance, citizens feel financially secure and stable, contributing to greater confidence in the future and reducing social tension.

Reducing unemployment and enhancing productivity:

Through training and rehabilitation programmes, the Fund has been able to provide job opportunities for young people and develop their skills, which positively reflects productivity levels and contributes to achieving sustainable economic development.

Enhancing the spirit of community solidarity:

Through the Solidarity Fund, the Fund promotes cooperation and solidarity among members of society, supporting needy families and assisting vulnerable groups.

Integration with Oman Vision 2040:

The Social Protection Fund aligns with the strategic direction of Oman Vision 2040, as it strives to achieve comprehensive development and build a prosperous, cohesive society by providing a stable and supportive social environment.

With the successes of the Social Protection Fund, aspirations arise for a brighter and more inclusive future. The Fund aspires to continue improving its programmes and developing its services in line with the changing needs of society. Future aspirations include:

Expanding digital services:

The Fund aims to enhance digital transformation and provide its services electronically, facilitating registration procedures and access to assistance efficiently and quickly.

Increasing coordination with the private sector:

The Fund seeks to strengthen partnerships with the private sector to support its programmes, whether through training and employment or by providing direct financial support.

Developing special programmes for productive families:

The Fund intends to launch new programmes aimed at supporting productive families and empowering them economically, contributing to the creation of new job opportunities and achieving self-sufficiency for some families.

On Oman National Day, we can take pride in the achievements of the Social Protection Fund, which embodies the spirit of solidarity and social welfare. The Fund is not merely a financial institution; it is a symbol of community solidarity and a pillar for achieving stability and social security.

By the end of October 2024, the number of active pensioners reached more than 577,000, reflecting the Fund’s effectiveness and reach. The number of beneficiaries of the childhood benefit reached 1,232,283; the elderly benefit reached 167,527; the disability benefit reached 41,256; the orphans and widows benefit totalled 16,325; and the family income benefit provided support to 42,510 beneficiaries. Overall, the total number of beneficiaries from all benefits reached 1,499,901.

With this comprehensive system, the umbrella of protection has expanded, and social safety nets have been strengthened to include new categories of individuals and enhance their inclusivity. This system represents a significant advancement in developing the framework of protection and care for citizens, confirming the deep commitment of His Majesty Sultan Haitham bin Tarik Al Said to social welfare, as outlined in the Basic Law of the State and Oman Vision 2040.

As we celebrate Omani National Day, we recognize that the Social Protection Fund plays a crucial role in building a resilient society, one that values every citizen regardless of their circumstances. The ongoing dedication to enhancing social safety nets ensures that the future of Oman remains bright, inclusive, and filled with opportunities for all. Together, we strive to create a society where every individual can thrive, contributing positively to the nation’s progress and prosperity.
