RAM's programme aims to boost govt leadership
MUSCAT: The 'Future of Work in Government in the GCC Countries' programme, launched by the Royal Academy of Management (RAM), aims to boost the capabilities of government leaders across the GCC region. This initiative seeks to enhance collaboration to achieve shared strategic goals, serving as a key step towards administrative development in line with Gulf visions for sustainability and human resource growth.

Dr Ali bin Qassim al Lawati, President of the Royal Academy of Management, highlighted that the programme is a result of cooperation with the General Secretariat of the Cooperation Council and a strategic partnership with Saïd Business School at Oxford University. It emerged from the 21st meeting of Directors General of Public Administration Institutes in the GCC and a thorough analysis of the needs of middle-level leaders.

The programme aims to unify the efforts of GCC countries to develop middle management, which is crucial for implementing strategic visions. Dr Al Lawati emphasised that this initiative reflects the Gulf countries' commitment to collaborative efforts, skill-sharing, and achieving both economic and administrative objectives.

The programme is delivered through two learning tracks: distance learning and in-person sessions, which include workshops, field visits, and discussions with experts and government leaders. These sessions are conducted in Arabic and English over a 15-week period, covering 10 educational units. The content is designed to address the specific needs of middle management and to help them navigate institutional challenges for effective leadership development.



The programme focuses on empowering leaders to address challenges in the evolving work environment, translating strategies into actionable plans, and strengthening the role of middle management as a bridge between teams. It encourages innovation and adaptation to the rapidly changing workplace by developing national strategies and measurement tools for sustainable development. Participants also benefit from knowledge-sharing and building connections with leaders from across the Gulf.

Participants shared their positive experiences.

Mishaal al Sabousi from the UAE Ministry of Foreign Affairs commended Oman for its dedication to fostering cooperation among GCC countries. Youssef bin Saleh al Butahi from Saudi Arabia’s Ministry of Haj and Umrah highlighted the programme’s role in supporting the exchange of expertise across government sectors. Latifa al Azran from Bahrain’s Ministry of Foreign Affairs appreciated the interactive workshops and hands-on learning experiences that enhanced their skills in negotiation and management in the digital age.

The programme targets middle management employees from government institutions across the six GCC countries, involving 65 participants. This group plays a crucial role in aligning organisational activities with national strategies by supervising plans, tracking progress, addressing challenges and reporting outcomes to senior management.

This initiative is implemented by the Royal Academy of Management (RAM) in collaboration with the GCC General Secretariat and Saïd Business School at Oxford University. It reflects a commitment to investing in Gulf leadership and aligns with the ambitions of Gulf nations to enhance government performance and competitiveness on both regional and global scales.
