Consultant named for RO 155m Ibri III Solar project in Oman

International engineering and consulting firm ILF has announced that it has been selected by Nama Power and Water Procurement Company (PWP) – the sole procurer of power and water capacity in the Sultanate of Oman – to provide technical advisory services linked to the development of a new large-scale solar project planned at Ibri in Al Dhahirah Governorate.
The 500 MW capacity solar PV-based Independent Power Project (IPP) – dubbed Ibri III Solar IPP – is currently the subject of a competitive tendering process for the selection of an investor to implement the renewable energy scheme on a 10 million m2 site in the Wilayat of Ibri.
Last month, Nama PWP named nine international bidders as having prequalified to compete for the contract to build, own and operate the Ibri III Solar IPP under a 20-year Power Purchase Agreement (PPA).
The prequalified parties are Abu Dhabi Future Energy Company (Masdar), ACWA Power, Al Riyadh National Trading and Korea Midland Power ('KOMIPO'), Jinko Power, Sembcorp Utilities, TotalEnergies Renewables, EDF Renouvelables and Korean Western Power (“KOWEPO”), International Power SA (Engie) and Sumitomo Corporation.
Scheduled for commercial launch in the fourth quarter of 2026, the Ibri III Solar IPP is set to be the fourth large-scale solar energy project prepped for implementation in Oman.
It will come up alongside Ibri II Solar IPP – the country’s first solar PV scheme that came into operation in January 2022. Manah Solar I and Manah Solar II, the country’s second and third solar PV schemes, are currently under construction in the Wilayat of Manah (Al Dakhiliyah Governorate), and will come online during 2025. Ibri II Solar, like Manah Solar I and Manah Solar II, are sized at 500 MW of capacity apiece.
Announcing its role as a technical advisor in the project, ILF said: “ILF is honoured to be part of the fourth solar project in Oman in collaboration with (Nama) Power and Water Procurement Company. The initiative is a significant step towards Oman’s renewable energy goals, and aligns perfectly with Oman Vision 2040 and its commitment to NetZero plans.”
The consulting firm further added: “At ILF, we’re honoured to play a pivotal role in this endeavor. Our scope of work includes crucial tasks such as site selection studies, training, environmental authority approvals, and providing technical advisory services. The advisory services role is the latest in a number of consultancy contracts scooped by ILF in the energy, water desalination and environmental sectors. Two years ago, ILF was selected by state-owned Oman Environmental Service Holding Company (be'ah), which oversees the management of the country’s solid waste sector, to provide consultancy services for a waste-to-energy plant to be built in co-operation with Nama PWP.
Earlier, ILF played an advisory role in the development of Dhofar 1 Wind IPP – a 50 MW capacity wind farm at Harweel – which was Oman’s first wind-based scheme.
