Labour ministry taking steps to reduce recruitment costs

The Ministry of Labour will be working on a new system that will reduce the cost of recruiting manpower, including domestic workers.
The new system will be based on the contract system via the online application with options to choose the type and hours of work, said Shaikh Nasr bin Amer bin Shuwain al Hosni, the Under-Secretary of the Ministry of Labour for Labour.
The ministry is in the process of finalising regulations to organise private recruitment companies, and it will be through contracting, by hours, daily, and monthly, and the contract can be terminated during the contracting period.
In the future, this will reduce the cost of bringing in expatriate domestic workers as there has been an imbalance in the supply and demand, besides some countries did not permit their workers to be employed abroad post-pandemic.
The officials said that expatriate workers are concentrated in jobs that require expertise and the government is making efforts to prepare and train Omanis in these specialisations.
The Undersecretary said that when the Omanisation of a specific sector is announced, the ministry follows the decision with training programs to ensure the availability of competencies.
He said that the oil and gas sector is one of the most employed sectors, and the Omanisation rate is high, but employment requirement is qualitative and depends on a specialised committee that includes members of the Ministry of Energy and Minerals.
The percentage of Omanisation in the oil and gas sector is 86 per cent.
The ministry is working on a plan for subcontracting companies to raise the level of Omanisation.
The Ministry of Labour has reviewed fees for issuing and renewing licenses for recruiting expatriate workforce and practising their work, apart from issuing new regulations for practising some professions.
Performance appraisal
The Ejada system has been rated as the best in the region and the level of employee-employee interaction has improved.
More than 90 per cent of the institutions have joined the Ejada system and over 190,000 employees have entered their goals in the system during the year 2022, this was also revealed.
With digital transformation, the government has completed the process of linking government units with phone applications for individuals seeking work, in addition to the application work permit system.
Part-time work is available for university students and there are good indications of turnout.
