Duqm Refinery to operate at full capacity by end-2023
When operational, Duqm refinery will enhance the country’s refining capacity by refining 230,000 barrels of crude oil products per day, which will serve demand growth in the region and globally, as well as add to the SEZ’s investment appeal.

The Duqm Refinery project, the largest project in the field of refineries and petrochemicals, is expected to come into full production by the end of 2023, Kuwait Petroleum Corporation’s deputy chairman and CEO, Nawaf al Sabah said at a press conference on the sidelines of CERAWeek energy conference in Houston, Texas.
The refinery project, occupying 900 hectares, is located at the heart of the Special Economic Zone of Duqm (SEZD) and is a 50-50 joint venture between state-owned Oman’s OQ Group and Kuwait Petroleum International (KPI). KPI is the international downstream subsidiary of state-owned Kuwait Petroleum Corporation.
When operational, Duqm refinery will enhance the country’s refining capacity by refining 230,000 barrels of crude oil products per day, which will serve demand growth in the region and globally, as well as add to the SEZ’s investment appeal. Kuwait has committed to supply about 65% of the crude the Duqm Refinery will process, Al Sabah said.
As of end-November 2022, the total completion rate of the project is 96 per cent and its trial operation is expected to happen soon. The Duqm Refinery project is one of the major projects being implemented in the Special Economic Zone at Duqm (SEZAD). It serves as the starting line for the plan to transform Duqm into one of the largest industrial and economic centres in the region.
The Duqm Refinery includes 10 main processing units capable of producing diesel, aviation fuel, naphtha, liquefied petroleum gas, sulfur and petroleum coke which will help provide high-quality oil products to customers all over the world.
