6 agencies allowed to recruit Indian domestic workers

The Government of India has introduced E-migrate system since February 2015 to facilitate transparent recruitment, for employment abroad, of Indian nationals, including female domestic workers (housemaids), said the Indian Embassy in Muscat


With a view to curtail the role of irresponsible recruitment agencies, for recruitment of female domestic workers for employment abroad, the Government of India has authorized six state government agencies to carry out recruitment for foreign employers, namely (i) NORKA Roots, Kerala; (ii) Overseas Development  Employment Promotion Consultants,(ODEPC),Kerala; (iii) Overseas Manpower Corporation Ltd, Chennai (iv) Uttar Pradesh Financial Corporation; (v) Overseas Manpower Company Andhra Pradesh Ltd.(OMCAP); and (vi) Telangana Overseas Manpower Company.


Employers of female domestic workers and Recruitment Agencies, have been pointing out that the financial guarantee of RO1,100, a deposit to be made with banks, has been a key factor in discouraging recruitment of Indian female domestic workers through E-migrate system. The Government of India has, after consultation with various stakeholders, decided that for Employers recruiting female domestic workers from India through any of these 6 State Government Agencies, the requirement of Bank Guarantee of OMR 1100 stands waived with immediate effect.


The recruitment of Indian female domestic workers from any other Recruitment Agency in India will continue to require a bank guarantee of RO1,100 and a NOC from the Embassy


All Omani recruitment agencies are hereby advised that the recruitment of Indian female domestic workers must be carried out through E-migrate system (www.emigrate.gov.in).


Any recruitment of female domestic workers, if not carried out through E-migrate system, is a violation of Indian rules and laws.

The embassy hoped that employers in Oman, who want to employ Indian female domestic workers, and Omani recruitment agencies, who carry out the recruitment on behalf of Employers, will abide by the requirement of Indian laws and regulations and will not engage in recruitment of Indian female domestic workers out of E-migrate system.
