Shura members pan quality of higher education

By Staff Reporter — MUSCAT: Dec 7: Majlis Ash’shura that hosted Dr Rawiyah bint Saud al Busaidiyah, Minister of Higher Education, discussed various issues, including strategies and five-year plans, Colleges of Applied Sciences and private higher education, among others. The session with the minister will continue on Thursday. The minister said in her statement that the government attaches importance to studies by agencies on global competencies and human resources development. Several members questioned the methods adopted by English teachers. “Some graduates are not able to write even an email in English and there is urgent need for restructuring of higher education and integration of some colleges,” said a member.

Some Majlis Ash’shura members presented proposals that included cancelling the diploma certificate with scholarship system, approving admission tests to universities and colleges, providing soft loans for students and exempting outperforming students from study fees. Members also called on the Minister of Higher Education to simplify education procedures for people with disabilities, review experiences of some countries especially in the majors that are relevant to certain types of disabilities. The minister, in her statement, admitted that there is an excess of graduates in all departments and their employment will need special efforts from all stakeholders.

It was also highlighted that many students who travel abroad for studies leave midway as they are unable to cope with the level of education.


A reduction in tuition fees at private higher education institutions was suggested to make fees on par with other countries.  The minister said the government has agreements with many countries for recognising the certificates of higher education institutions in the Sultanate.


It was pointed out that the labour market changes very quickly compared with the curricula of colleges and universities. It was noted that the ministry plans to obtain labour market data from competent institutions.


Suggestions included a strategy for admission to educational institutions and linked to labour market needs.


Members demanded an integrated annual report published by the ministry on the competencies of various colleges.
