New rules for hiring Indian domestic workers

To curtail the role of irresponsible recruitment agencies, the Indian government has authorised six state government agencies for carrying out recruitment of female domestic workers for employment abroad, said a statement from the Indian Embassy in Muscat.


These agencies are — Norka Roots, Kerala; Overseas Development Employment Promotion Consultants (ODEPC), Kerala; Overseas Manpower Corporation Ltd, Chennai; Uttar Pradesh Financial Corporation; Overseas Manpower Company Andhra Pradesh Ltd (OMCAP); and Telangana Overseas Manpower Company.


Employers of female domestic workers and recruitment agencies have been pointing out that the financial guarantee of RO 1,100 was a key factor in discouraging the recruitment of Indian female domestic workers via the e-migrate system.


The requirement of a bank guarantee stands waived with immediate effect for employers hiring female domestic workers from India via these six state government agencies.


However, the recruitment of Indian female domestic workers from any other recruitment agency in India will continue to require the bank guarantee of RO 1,100 and a ‘No Objection Certificate’ (NOC) from the embassy.


India had introduced the e-migrate system in February 2015 to facilitate the recruitment of Indian nationals, including female domestic workers (housemaids), for employment abroad, said the embassy.


All the Omani recruitment agencies have been advised to carry out recruitment of Indian female domestic workers through e-migrate system (www.emigrate.gov.in). The recruitment of female domestic workers, if not carried out through the e-migrate system, is a violation of Indian rules and laws, said the embassy.


The embassy hopes that employers who want to employ Indian female domestic workers, as well as Omani recruitment agencies will abide by the requirement of Indian laws and regulations.
