Civil Service Council reviews proposals

MUSCAT: The Civil Service Council on Sunday held a meeting under the chairmanship of Sayyid Khalid bin Hilal al Busaidy, Minister of the Diwan of the Royal Court, and Chairman of the Civil Service Council. The meeting reviewed the report prepared by the Ministry of Civil Service on a number of projects and proposals that aim at developing the government work. These projects and proposals address a number of themes, such as human resources development, the applications of quality system, the government services manual and the e-communication system.


The Council also reviewed the report prepared by the Institute of Public Administration on the key achievements and the efforts done in 2016, especially the training programme, and the consultancy studies carried out by the Institute. It also covered the partnership with the private sector to implement a number of activities and research publication. The report also touched on the Institute’s cooperation with a number of Arab, regional and international organisations to enhance cooperation with them and share experiences and successful practices.


It also reviewed a number of topics from various government institutions regarding regularising job conditions for some categories of staff to be in line with the terms of reference of their institutions and the duties and responsibilities of their jobs according to the legal provisions in the Civil Service Law, its implementing regulations and the job classification system.


The meeting also discussed a number of topics relating to requests for appointment and contracts for some technical positions in the light of the jurisdiction of the council in this regard. The council discussed the reasons of such requests in terms of their importance to the functioning of the concerned authorities and the exercise of its terms of reference assigned to it, particularly in the area of the completion of the technical aspects associated with its work and the implementation of their own projects. — ONA
